Mae&#8217;r argymhellion, sy&#8217;n cynnwys canllawiau cenedlaethol newydd a hyfforddiant ar gyfer gweithwyr cymdeithasol, yn rhan o adroddiad ymchwil diweddar a gomisiynwyd gan Lywodraeth Cymru ar nifer y plant yng Nghymru sy&#8217;n cael eu rhoi mewn gofal oddi wrth rieni ag anabledd dysgu, a&#8217;r rhesymau y tu \u00f4l i&#8217;w tynnu oddi wrth eu rhieni.\u00a0<\/strong><\/p>\n<p>Rydym wedi lob\u00efo ers sawl blwyddyn i dynnu sylw at yr angen am ganllawiau yng Nghymru ar sut i gefnogi rhieni ag anabledd dysgu, yn enwedig drwy&#8217;r gwaith a wnaethom yn ein <a href=\"https:\/\/www.ldw.org.uk\/project\/working-together-with-parents\/\">prosiect partneriaeth Rhwydwaith Cydweithio \u00e2 Rhieni<\/a>.<\/p>\n<h3>Adroddiad ymchwil<\/h3>\n<p>Ym mis Rhagfyr, cyhoeddwyd <a href=\"https:\/\/gov.wales\/sites\/default\/files\/statistics-and-research\/2019-12\/research-number-children-placed-into-care-from-parents-learning-disability-reasons-behind-their-removal.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">adroddiad ymchwil<\/a> oedd yn edrych ar y rhesymau pam mae plant i rieni ag anabledd dysgu yn cael eu symud i mewn i ofal, a p&#8217;un a yw rhieni ag anabledd dysgu yn cael eu gorgynrychioli o fewn gwasanaethau cymdeithasol plant. Cynhaliodd y Sefydliad Gofal Cyhoeddus ym Mhrifysgol Oxford Brookes yr ymchwil ar ran Llywodraeth Cymru.<\/p>\n<h3>Canfyddiadau<\/h3>\n<p>Edrychwyd ar bum ardal awdurdod lleol yng Nghymru. Roedd rhai canfyddiadau\u2019n cynnwys:<\/p>\n<ul>\n<li>Nid oedd digon o wybodaeth ddibynadwy na chasgliad cyson o ddata i farnu i ba raddau y mae rhieni ag anabledd dysgu yn cael eu cynnwys neu eu gorgynrychioli o fewn gwasanaethau cymdeithasol plant.<\/li>\n<li>Anaml iawn mai bod ag anabledd dysgu oedd yr unig bryder pan gyfeiriwyd rhieni at y gwasanaethau cymdeithasol ac i blant gael eu cymryd i ofal. Roedd y rhesymau yn fwy cymhleth gan gynnwys rhieni \u00e2 phroblemau iechyd meddwl, camddefnyddio sylweddau neu gam-drin domestig.<\/li>\n<li>Mae gwasanaethau cymdeithasol a diwylliannau a systemau llys yn rhoi rhieni dan anfantais o ran yr amser maen nhw\u2019n ei gael i brofi eu hunain fel rhieni effeithiol.<\/li>\n<li>Weithiau cwblhawyd asesiadau arbenigol yn hwyr neu gan rywun dibrofiad.<\/li>\n<li>Roedd ambell i arfer da lle roedd rhieni ag anabledd dysgu yn cael eu cefnogi&#8217;n effeithiol i ofalu am eu plentyn, ond mae lle i wella.<\/li>\n<\/ul>\n<h3>Argymhellion<\/h3>\n<p>Mae\u2019r Argymhellion yn cynnwys:<\/p>\n<ul>\n<li>Datblygu diffiniad cenedlaethol o anabledd dysgu er mwyn gallu cofnodi data yn gyson.<\/li>\n<li>Gwybodaeth hygyrch i&#8217;w rhoi i rieni sy&#8217;n ymwneud \u00e2&#8217;r gwasanaethau cymdeithasol a&#8217;r llysoedd.<\/li>\n<li>Canllawiau a hyfforddiant i weithwyr cymdeithasol ar sut i nodi rhieni ag anabledd dysgu, cyfathrebu, pryd y dylid darparu eiriolaeth ac arfer gorau mewn asesiadau.<\/li>\n<li>Cydweithio rhwng gwasanaethau cymdeithasol oedolion a phlant<\/li>\n<li>Cymorth cynnar i rieni.<\/li>\n<li>Gwasanaethau cymorth mwy cyson.<\/li>\n<\/ul>\n<h3>Rhwydwaith Cydweithio \u00e2 Rhieni<\/h3>\n<p>Nod ein prosiect partneriaeth Cydweithio \u00e2 Rhieni yng Nghymru, a ddaeth i ben ym mis Awst 2019, oedd gwella&#8217;r cymorth i rieni ag anabledd dysgu yng Nghymru, Lloegr a&#8217;r Alban.\u00a0 Yn ogystal \u00e2 lob\u00efo am ganllawiau newydd, rydym hefyd wedi gweithio a lob\u00efo am welliannau sydd wedi codi yn yr adroddiad. Gan gynnwys:<\/p>\n<ul>\n<li>Dylai gwasanaethau plant ac oedolion weithio gyda&#8217;i gilydd i gytuno ar brotocolau ar y cyd ar gyfer atgyfeiriadau, asesiadau a llwybrau gofal. Mae&#8217;n rhaid nodi anghenion cyn gynted \u00e2 phosibl, gorau oll os gellir gwneud hyn pan fo beichiogrwydd yn cael ei gadarnhau.<\/li>\n<li>Mae angen gwybodaeth ar rieni ag anabledd dysgu ar ffurf y gallant ei deall oherwydd efallai bod ganddynt sgiliau llythrennedd isel neu anawsterau cyfathrebu.<\/li>\n<li>Mae angen addasu rhaglenni rhianta i anghenion penodol rhieni ag anabledd dysgu.<\/li>\n<li>Dylai&#8217;r cymorth fod yn barhaus ac yn y hirdymor.<\/li>\n<li>Dylai pob rhiant gael mynediad at eiriolwr annibynnol os yw eu plant yn destun achos amddiffyn plant a\/neu achosion gofal.<\/li>\n<li>Hyfforddiant ar gyfer gweithwyr proffesiynol fel gweithwyr cymdeithasol, ymwelwyr iechyd a staff llys. Rydym yn falch o ddarparu rhywfaint o hyfforddiant amrywiaeth i&#8217;r <a href=\"https:\/\/www.cafcass.gov.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Gwasanaeth Cynghori a Chynorthwyo Llys i Blant a Theuluoedd<\/a> (CAFCASS).<\/li>\n<\/ul>\n<h3>Talu am eiriolwyr annibynnol<\/h3>\n<p><span style=\"font-size: 2.1rem;\">Ym mis Rhagfyr, roedd dyfarniad <a href=\"https:\/\/www.ldw.org.uk\/court-orders-hm-courts-and-tribunals-service-to-pay-for-independent-advocates\/\" target=\"_blank\" rel=\"noopener noreferrer\">pwysig i&#8217;w groesawu yn ddiweddar gan yr Uchel L<\/a>ys a oedd o&#8217;r farn bod gan ddau riant ag anabledd dysgu hawl gyfreithiol i eiriolaeth annibynnol wedi\u2019i ariannu.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mae Anabledd Dysgu Cymru wedi croesawu adroddiad newydd sy&#8217;n galw i rieni ag anabledd dysgu a&#8217;u plant i gael cymorth gwell.
