Mae Llywodraeth Cymru wedi cyhoeddi <a href=\"https:\/\/gov.wales\/additional-learning-needs-and-education-tribunal-wales-act\" target=\"_blank\" rel=\"noopener\">cynlluniau ar gyfer cychwyn y Ddeddf o fis Medi 2021<\/a>, gyda&#8217;r system newydd yn cael ei chyflwyno fesul cam.<\/p>\n<p>Mae&#8217;r Ddeddf yn ei gwneud yn ofynnol i Weinidogion Cymru baratoi Cod Anghenion Dysgu Ychwanegol, ymgynghori arno a&#8217;i gyhoeddi. Mae&#8217;r Cod Anghenion Dysgu Ychwanegol yn rhoi rheolau a chyngor i helpu awdurdodau lleol ac eraill i wneud yr hyn mae&#8217;r gyfraith yn dweud wrthynt.<\/p>\n<p>Bydd y Cod ar gyfer meithrinfeydd sy&#8217;n derbyn arian gan yr awdurdod lleol, staff mewn ysgolion a cholegau, awdurdodau lleol a gwasanaethau iechyd.<\/p>\n<p><span style=\"font-size: 2.1rem;\">Mae&#8217;r Cod ymarfer newydd yn cynnwys gofynion gorfodol a rhaid rhoi sylw dyledus i ganllawiau i gyrff cyhoeddus a darparwyr addysg a hyfforddiant eraill, h.y. rhaid iddynt beidio \u00e2\u2019i anwybyddu.\u00a0 Bydd awdurdodau lleol yn parhau i fod yn gyfrifol am sicrhau bod Cynlluniau Datblygu Unigol (CDU) yn cael eu datblygu ar gyfer y plant a&#8217;r bobl ifanc hynny sydd angen un ac am sicrhau bod y ddarpariaeth y mae&#8217;n ei hargymell yn cael ei rhoi ar waith.<\/span><\/p>\n<h2>Beth sy&#8217;n digwydd nesaf?<\/h2>\n<p>Yn dilyn cymeradwyaeth y Senedd i&#8217;r Cod Anghenion Dysgu Ychwanegol a&#8217;i reoliadau bydd Llywodraeth Cymru nawr yn cyhoeddi gorchymyn cychwyn &#8211; sy&#8217;n golygu y daw&#8217;r Cod i rym ar 1 Medi 2021.<\/p>\n<p>Bydd y ddeddfwriaeth yn cael ei chyflwyno&#8217;n graddol, gyda&#8217;r system newydd yn cael ei chyflwyno o fis Medi 2020. O hynny ymlaen, bydd dysgwyr newydd ag Anghenion Dysgu Ychwanegol yn cael eu cefnogi gan y system newydd, a bydd dysgwyr sy&#8217;n defnyddio&#8217;r hen system (AAA) yn pontio dros gyfnod o dair blynedd.<\/p>\n<h2>Beth yw&#8217;r gyfraith newydd?<\/h2>\n<p>Mae Deddf Anghenion Dysgu Ychwanegol a Thribiwnlys Addysg (Cymru) 2018 yn disodli&#8217;r fframwaith Anghenion Addysgol Arbennig (AAA) presennol gyda system wedi&#8217;i diwygio. Mae&#8217;r gyfraith newydd yn cynnwys plant a phobl ifanc ag angen dysgu ychwanegol hyd at 25 mlwydd oed.<\/p>\n<p>Mae&#8217;r Ddeddf yn darparu ar gyfer Cynlluniau Datblygu Unigol statudol cyffredinol ar gyfer pob plentyn a pherson ifanc ag Anghenion Dysgu Ychwanegol, ac yn integreiddio&#8217;r trefniadau ar wah\u00e2n sy&#8217;n bodoli ar hyn o bryd ar gyfer disgyblion mewn ysgolion a myfyrwyr \u00f4l-16 mewn colegau.<\/p>\n<p>Gyda&#8217;i gilydd mae&#8217;r rhain yn cefnogi tri amcan trosfwaol Deddf 2018 sef:<\/p>\n<p>fframwaith deddfwriaethol unedig sy&#8217;n cefnogi pob plentyn o oedran ysgol gorfodol neu ieuengach gydag ADY, a phobl ifanc ag ADY yn yr ysgol neu mewn addysg bellach;<\/p>\n<p>proses integredig, gydweithredol o asesu, cynllunio a monitro sy&#8217;n hwyluso ymyriadau cynnar, amserol ac effeithiol; a system deg dryloyw ar gyfer darparu gwybodaeth a chyngor, ac ar gyfer datrys pryderon ac apeliadau.<\/p>\n<h2><strong>Cysylltiadau defnyddiol<\/strong><\/h2>\n<p><a href=\"https:\/\/gov.wales\/easy-read-explanation-additional-learning-needs-and-education-tribunal-wales-bill\" target=\"_blank\" rel=\"noopener\">Esboniad hawdd ei ddeall o Fil Anghenion Dysgu Ychwanegol a Thribiwnlys Addysg (Cymru)<\/a><\/p>\n<p><a href=\"https:\/\/gov.wales\/additional-learning-needs-code\" target=\"_blank\" rel=\"noopener\">Cod Anghenion Dysgu Ychwanegol Cymru 2021<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Fe wnaeth diwygio&#8217;r system anghenion addysgol arbennig yng Nghymru basio carreg filltir bwysig ar 23 Mawrth pan gymeradwywyd y Cod a&#8217;r rheoliadau Anghenion Dysgu Ychwanegol (ADY) newydd gan y Senedd.
