Minister issues warning notice to Powys County Council

Minister for Social Services and Public Health Rebecca Evans has today issued an official warning notice to Powys County Council.

In a written statement published earlier today, the Minister outlines her concerns following the publication of a report by the Care and Social Services Inspectorate for Wales (CSSIW). The report is based on CSSIW's findings during a planned inspection of Powys County Council's Children's Services in July this year and includes several urgent recommendations.

According to the CSSIW report, "Children and young people do not appear to be well served by the current arrangements for accessing support services in Powys. A lack of assessment, care and support planning combined with an inconsistent approach to working […] placed children at risk of harm." Staffing problems along with "instability in management, poor and confused direction and weak governance" all contributed to the serious performance issues identified in the report.

Rebecca Evans has met with the Leader and Chief Executive of Powys County Council to emphasise the seriousness of the situation and discuss the requirements of the warning notice under Part 8 of the Social Services and Well-being (Wales) Act. The Minister will update the National Assembly on the situation within 90 days and has made it clear that she will not hesitate to take further action if she is not satisfied with the Council's progress.
